I was reading post at 3DT about how a picture had been set up. One of the tools used was a plugin called Virtual Photographer. I took a look and this is what I found.
Provides a palette of filters similar to those used by photographers on their cameras and in the lab. Supports Win98 and up. Must have a program capable of supporting photoshop plugins. Some compatible programs listed are:

virtualPhotographer requires a photo-editor that supports 24bit RGB images.
I tried a couple of filters on my last gallery post. Interesting results.
